As this isn't a tool for everyone, I'll publish it here rather than in the news section.
In short, I have been working on this tool for some time for my own purposes and it got slightly out of hand (10 times more features than I had planned ;)) so I was like why not to release it for everyone, perhaps someone else will find use for it, too.

To my knowledge, this is the most complete and versatile tool ever created to work with Atari bitplanes (but not only them). I dearly missed something like this for years. But keep in mind, this is still a coder's tool, not a fancy bitmap converter/viewer!
I consider it more or less done but if you find a bug or have some cool idea, feel free to open an issue on github.
